Dangerous Fugitive Barricades Himself For 5 Hours | Riverside

01.28.2021 | RIVERSIDE – Riverside Police Department Press Release DANGEROUS FELON APPREHENDED BY METRO TEAM Riverside, CA – On Thursday, January 28, 2021, the Riverside Police Department’s METRO Team and West PACT Team (Post-Release Accountability & Compliance Team) began surveillance of a wanted parolee in the 1400 block of Clemson Way, located in the University neighborhood of Riverside. Ralph Miera, 42-years-old of Riverside, is on parole that was transferred from Colorado, but was a wanted fugitive in New Mexico for aggravated assault and kidnapping with the use a firearm. At approximately 5:00 p.m. and after about 2 hours of surveillance, the METRO Team observed Ralph Miera enter an apartment on Clemson Way. They made announcements and gave Mr. Miera opportunity to surrender, but he ignored their commands. Due to the suspect’s extensive history of violence and use of firearms, the entire SWAT Team and Emergency Negotiations Team (ENT) were called to assist, and a search warrant was obtained for the residence. Over the next few hours, neighbors were safely evacuated and tactical resources continued to persuade Mr. Miera to peacefully surrender. Shortly after 10:30 p.m., the suspect finally utilized an ENT portable phone placed inside the apartment by SWAT officers and negotiators were able to convince him into giving up. Ralph Miera was arrested and later booked into the Robert Presley Detention Center for his fugitive warrant, and is being held without bail. The METRO Team consists of members from our full-time SWAT Team who deal with high-risk criminal activity in our city. They search for and apprehend dangerous suspects who commit violent crimes and pose a greater threat to our community. Members of the METRO Team have also been deputized as U.S. Marshals as part of their work with the Pacific Southwest Regional Fugitive Task Force. Through this task force, their primary mission is to provide service to the city of Riverside, but also give assistance to the U.S. Marshals Service for fugitives who flee to our city from other jurisdictions.
