DETAILS:
- A private tow truck with no markings, was towing an old dump truck when it broke down in the center lane. It also did not have required lights on the back of the towed vehicle
- A vehicle occupied 1 time rear ended the towed vehicle at a high rate of speed, killing the driver of the car that rear ended the truck.
- The tow truck driver was arrested on warrants and drug paraphernalia found int he tow truck
