DETAILS:

1. Firefighters responded to reports of a victim pulled out to sea and caught in the tide.
2. High winds and Low visibility made helicopter access unavailable.
3. An off-duty California state parks lifeguard out surfing learned of the incident and jumped into action.
4. It took roughly 15 minutes before she was able to eventually pull the victim to shore, where paramedics treated him.
