Man Goes On Alleged Stabbing Spree

DETAILS:
- Man walking EB on 12th on the South side of the street without provocation or interaction, slashing another man standing on the street.
- Apparently he stabs more on the North side of street, out of frame
- When SPD arrives they don’t identify this victim for minutes
- The stabbing occurs in the botom left corner of the video
